The SQL Server hosts the databases used by BizTalk Server.
“Yes” means BizTalk Server using that SQL Server version can be upgraded. “No” means BizTalk Server using that SQL Server version cannot be upgraded. When “No”, the BizTalk environment must be recreated on a supported SQL Server version. The SQL upgrade covers more versions than what BizTalk supports. For example, if you're using SQL Server 2008, you may be able to upgrade SQL Server 2016. Then, you can upgrade to !INCLUDE. And lists the SQL Server versions that can be upgraded.
